My Sim got off work walked into the house and no option to check dust levels. Went into the basement check dust levels is available. Went back upstairs - off, back down on. Also found out if it's not available and you sweep the floor it's available again. I'm in a haunted house and it worked fine after I first installed the kit and would get dusty but (maybe after the last patch) it stopped. I've gone days now without sweeping and it doesn't get dusty anymore.
Cleaning up haunted artifacts count as "cleaning". If you are in a haunted house and it's spawning a lot of goo monsters, hands, dolls, tendrils, and floor markings, cleaning up these items to make the house less haunted also count as cleaning for bust the dust. (Same as mopping puddles from broken plumbing etc). All forms of cleaning count to help keep dust away so a haunted house actually ends up with a lot of extra cleaning.
It seemed to work fine before the patch for the haunted house because the over tuned regular homes would have made up for this extra cleaning.
I've managed to get dust to form in a haunted house but it was work. I used the table to keep the house serenity low so it wouldn't spawn as many objects. Less objects to clean up = less cleaning and dust was then able to form.
