Proposal rejected with full bars? [fixed]

A little background.
My sim had proposed to his girlfriend on Harvestfest and she rejected him. The friendship bar was about half full and the romance bar was all the way full.
A week later on Winterfest I had him try again. They were Best Friends and Soulmates by this point and she again rejected him. What am I doing wrong?

  • I had this happen, and if I play the Black Widow Challenge, this glitch would make me annoyed enough to set the two sims' relationship to "married" in CAS. The CAS thing was something I had preferred lately more than going through the hassle of trying to get my sims to propose. I wish there was a mod or something that increases the chance of a proposal success.

  • My first Sim (naturally most adored by me) Solo a Global superstar lives with Fontaine (created just so Solo could Mentor in Piano to finish aspiration but has since earned a life) they are best friends and became lovers so both bars were full. I thought they should get married before they adopt a child. Solo proposed and was rejected. I was so shocked by this - Solo is used to getting what she wants - that she called up her first girlfriend she had in the game and after a few minutes of flirting and romance they woohoo'd. I was tempted to switch to Fontaine and make her walk into the bedroom to catch them but held back. After reading this I'm wondering if Solo should have another go, maybe in a more romantic place and make sure the mood is right? My instinct was to build up to the point where there is no choice other than to split the household? Any advice or suggestions?
