"Pick Up" is the command.

I don't care if puppies have to "learn" to go up steps, it irritates me so much having to constantly pick up the thing to go outside. The puppies are so cute (havent played kittens) but I usually just go with dogs to avoid the stair problem, since I either play aging off or long. Which is unfortunate because they're adorable!!

I think in sims 3 or sims 2 (one of them) a puppy or a kitten couldn't go up the stairs in front of my house with steps on it. Id just carry it up.
