Sims can move out autonomously if they aren't happy and Move Out is enabled for that household in NS (possibly even if it isn't). Do you like your Granny being there? That's the real question.
Also, do you plan to re-rent that unit once Granny moves or dies? If so you might want to keep the unit rating decent.
Thanks. I mainly wondered whether Granny would start a protest due to maintenance neglect if she pays no rent (§0). It seems weird that the landlord sim should work regularly in her unit. I got the impression there will be broken stuff situations frequently. Put it in another way - if Jane allows her handy father stay in the rentable unit for free, she might find it unfair that he protests if she doesn't fix his unit constantly :)
Well, game can't always be logical, and maybe Granny would accept a family discount rather than free rent.

If the functional Water Heater and Fuse Box are in shared space, upgraded and well maintained by your Property Owner, you would see a lot less Emergency Events around utilities. You might still see others though. I think the rating increasing reduces bad events and can increase the good ones too, but haven't tested this much yet.
