Horses will socialise with cats and dogs as well as other animals such as from Cottage Living.
There is no vet expansion for horses, they never get sick. There are a couple of vet-like treats that can be bought/found in game, but I haven't tested if they can be made by vets or stocked in vet vending machines yet.
