No, or at least not currently. There is no Magic menu on horses at all, so you can't even Scrubaroo them clean. Goats and sheep have the menu, so do horse beds (when visibly dirty for all three). I don't know if the lack of a Magic menu on horses is an oversight or deliberate though.
Animal Enthusiast:
I haven't tested an Animal Enthusiast sim with horses yet, sorry.
