I can see a button in gameplay that you can activate. The description is something like: "Lunar cycle will impact sims lifes". - I can't remember noticing it before, but Im not sure. - If disabled, will sims not turn in to warevolfes?

The toggle for keeping Werewolves in their town only stops them spawning in their beast form in other towns, so you still might see them in human form.
I don't know whether hitting max Fury would mean they transform or if they would leave town when Fury gets too high.
Certain interactions also cause them to transform, such as sparring, fights and tug of war. I doubt these are banned from the autonomy list when spawned in other worlds.
Turning off moon cycles wouldn't stop Werewolves turning as it isn't tied purely to the moon. Full moon just increases Fury gain and max Fury causes the rampage. You would also lose out on the benefits other occults/human gain via lunar cycles/moonbathing.
