I remember that for community spaces to change them you needed to collect votes from townies, you basically need to go up to townies and ask them to vote for the type of community space lot you want. I think you can collect these votes only during week-ends. Basically a lot of work for lots that function exactly the same but look different.
The problem is that you only have influence in your own neighbourhood, no matter what you do. If NPCs don't vote for Community Spaces, then all these lots are dead outside your neighbourhood - and that's a pity, because I like the market and fabricator functionalities.
