There are ways to get ghosts to appear. If you have the "haunted" lot trait there is a chance a ghost will appear or you can tell ghosts stories and they have a chance of summoning a ghost, not sure if that is part of the base game or if it came with outdoor retreat.
If you have GT youc ould go to the Von Haunts estate in Windenburg and interact with the two ghosts on that lot.
If you have Spooky Stuff the spooky spirit tradition will also include carving pumpkins and using the candy bowl.
Telling ghost stories only came with Outdoor Retreat, but the Haunted lot trait is either basegame or only with CL, idk. However, it does not guarantee a ghost to appear on the night you want them to appear on.
