I don't think spooky spirit generates ghosts. I had a spring holiday with remembrance, trick or treating, egg hunt, thankful spirit and gardening. One of those traditions triggered the ghosts. I guess it was remembrance.
Maybe it was because you had the remembrance/spooky spirit tradition first time. When I had a holiday with Spooky spirit tradition first time, I didn't see any ghosts in the streets. But when I had a holiday with remembrance tradition two days after, there were some ghosts in the streets.
