Question about jungle adventure: why so many townies in the jungle?

So I took my sim into the jungle. The first trip went as expected, my sim was alone for the whole trip, never meeting another person. Makes sense as this is the jungle after all and hard to reach. ...

I often interpret the townies in the jungle (Omiscan baths are the worst offenders, but also the crash site) as government agents trying to catch artifact thieves. When my sims run into their line of sight and cannot befriend or defeat those townies, it's back to their vacation home for that day.
