I was wondering, are sims able to attend and participate in other sims weddings that live in other households? For example, can my played sim be the sim of honor, or flower pal at other unplayed sims ...

They could ask to be in the wedding party and if the relationship is high enough the ask could be accepted, but you can't actually attend the wedding of an unplayed household. You would have to be playing them to make the event happen. It's not like the birthday party invites you can get sometimes for NPCs.
