Question about the frugal reward trait

Question

I know that this trait reduces household bills by 25%. If you have multiple sims living in a house do all of them need to have this trait for the 25% reduction, or just one of them?

Also, if all sims in a house have the trait, will the bills be reduced further, or stay reduced to 25%?

You only need one sim, however the reduction is increased based on how many sims have the trait.

1 frugal sim=25% discount
2 frugal sims=44% discount
3 frugal sims=58% discount
4 frugal sims=68% discount
5 frugal sims=76% discount
6 frugal sims=82% discount
7 frugal sims=87% discount
8 frugal sims=90% discount

It was one of the most useless traits until seasons. Now is the most useful.
