I hope so. They only spent about 5 minutes talking about reputation during the stream. I would have liked to have learned more about what exactly will give you a negative reputation in the game. They did say that sim's won't be subject to " arbitrary moral judgements," but said it was more like the golden rule, do unto others. So, I would assume if someone was caught cheating on their partner, they'd be breaking the golden rule.
I really do hope that paparrazi can catch you cheating, and that your spouse will find out. Maybe the spouse will get a text message from someone telling them?
