Question on Cats & Dogs with the MCCC mod
I have question about strays, does the MCCC Population's option called "Maximum Sims in Zone" include these (pets and strays) as Sims? So if I limit only this command, I should see no townies and strays.

- Technically you would see fewer of them yes. But the setting does not do what I believe you think it does. Maximum Sims in Zone is exactly what it sounds like; the total number of sims (and animals) in the zone including the ones you're playing, the ones you aren't playing, and the ones walking around the neighborhood. If you lower this number too much, your world is going to look uninhabited.
