I am guessing young adult (which is about 18) and up. That would reflect on real life which is what some people want also gives more room for telling stories like a single mother going back to earn her degree or a sim bored with his job wants a new career.

I don't think they officially said; but it is more likely. If they went the Sims 2 route, it would be too limited and restricted as only young adults could go to University and you already start off as an adult by default.
