@Brd709, the ghost is showing up in the list for summoning? Or does that screenshot at the top pre-date his disappearance?
If he's showing in the list, have you tried just using his tombstone/urn to summon his ghost? You mentioned earlier that you found it and you are quite right that if it hasn't been long enough, he shouldn't have been culled.
The other thing to try is the cheat code for summon sim by ID. Ghosts can't be summoned with the regular summon cheat, so the summon by ID is more powerful.
sims.get_sim_id_by_name firstname lastname To get the SIM_ID for the ghost
sims.summon_sim_to_zone simID To summon him
