I tried the 'werewolf ambassador' trait out on a vampire. Not sure if it made them an ally, but they high fived the werewolf (actually their Uncle in game) & then seemed completely relaxed and happy around other werewolves that were present.
Admittedly I'm mostly using relationship cheats via MCCC, but I have still been experimenting to see how set in stone the whole vampires/werewolves rivalry is, and so far the answer I've come up with is, 'not very, but you do have to work a tiny bit with the socials to overcome initial negative reactions, with a definite bonus semi work around if you have the werewolf ambassador trait'.
