They said at the beginning of TS4 that it was a new engine one built specific for the sims 4. However, the new engine is riddle with limits more than it does freedom, unfortunately the devs have not unlocked all the golden nuggets of this new engine or its capabilities. Its so new everything has to be relearn. The Sims 3 and two was done on already premade engines.
