I've only ever seen other Sims autonomously slap cheating Sims if they have the angry cheating moodlet over the sad cheating moodlet. So I presume if you don't get them angry enough, they won't slap them autonomously. Divorcing is always tagged as not autonomous bc it is a major life event, just like eloping.
