Recruiting for the First Order

Part of my aspiration Hope v Order has me recruiting for the first order. I am to recruit 3 people. I managed to get 2 and now looking for the third.
I can't recruit aliens. How are these not human though? It can't be that they are bartenders because I recruited another one.
