Gamedevs routinely use previously produced assets to save money. This isn't some wild bad practice, it's just normal in like every game ever made.
It's not about whether they do it but how much they do it. Have you played the sims 2? It's like since then they've been steadily reducing the amount of animations per iteration. If people never speak up about this and just let them do whatever, I wouldn't be too surprised if by the time we get to TS6 there are no animations at all anymore, just a bit of text saying "sim x just did y" - you know kind of like most mobile games ?
I'm being hyperbolic but come on, this is 2020, they can do more - in fact I just happened to watch a video by Deligracy where she notices that CC creators made a kid's crafting table that is very different format-wise than the ones we've got and even she said that it's a little disappointing that these CC creators did better than the sims team here. And this is just an object that doesn't move and has but a few animations.
Loving or enjoying a game doesn't mean you can absolutely never criticize anything about it. People have been pointing this out consistently about TS4 content for a reason: because it's incredibly noticeable and much worse than it was in previous iterations or most other polished titles. Like @Cinebar said, this is not a small indie game.
