Red glow around townie/NPC?

Hi everyone. I just sent my sim to the Waterside Warble in San Myshuno & Lily Feng showed up with a red glow/aura around her. Anyone know what that means? Thanks :)

Was there a festival going on? At least two of the City Living festivals give Sims a visible aura.
