Rental pack: How can you get your own NPC families into your own rentals

I'm experimenting and I get the impression I have to make an NPC family I want to move into my rental to have no home and then they'd show up in the list of possible tenants? Thanks for any info. Wat...

I move in NPCs through the world screen too. That's the easiest way as you can then move in all households you want at the same time and be done with it.
