My actress sim had to do mean interactions with a another sim, I chose Don lol, and become angry herself, then continue to do mean actions while she was angry. then she asked forgiveness because I may want him later as a daddy. she had to do the same with another sim to get flirty, I put the flirty trait on a coffee shop, which helped a lot. they both got flirty fairly quickly with not much in the green bar.
