The way CAS is - you make a Sim (or Sims), then move them into a house.

The problem is - there's no livable houses for them to move into. The rental properties are just that - rentals. Also, the native Salvadorians are "homeless" (living off the map). The way the game is coded is that Selvadorada is a destination - not a world. Quite a shame, since it's a beautiful place. I would have my Sim could marry a native and live there.
