This is the mod I use to keep sims in their own worlds. I'm quite happy with it because it gave me what I wanted: only in world sims as walkbys, strays and dog walkers in other worlds besides Brindleton Bay, and
mostly in-world sims in venues. I still see sims from other worlds mostly on the beaches of Sulani and the festivals in San Myshuno. I'm pretty pleased with this mod so if this seems like the kind of things you want for your game, maybe give it a try.
