My experience is that the same crowd will show up to my retail store day after day. I don't really understand why it is set up in such a limiting way. I have 450+ sims, and only a handful keep visiting my sims store?
I don't know if this will change with higher rating o as you ask, certain perks. Let's hope it's the small crowd only on the first low levels.
