Retail lots - are they owned by a Sim or by the Household?

I'm thinking of buying a retail lot for a Sim who is going to head off to University soon. I'm wondering though, does ownership of the Retail lot stick to the Sim who made the actual purchase or is ...

Such a bummer. I'll have to wait to buy it until she's off to college then. I just want her to set up a little potion shop. She's my first spellcaster sim and I thought a little potion/herbalism shop would be cool to set up in Glimmerbrook.
