Revolt: random even when things are great?
Does the game 'trigger' a revolt as a random event even if things are doing great with every tenant?

I’d like to know this too, as I had a 5 star completely upgraded apt. and the tenant had just said things were great when asked. I still had the revolt happen later that same day, and there was no way to really solve it since everything was already high end/upgraded.
