Given the amount of animals in the image, I'm guessing a Zoo/Safari expansion pack with heavy emphasis on Animal Activism.
I would have liked a farming expansion pack, with a raise your own horse game pack, and a stable for your horse stuff pack.
I would really have liked though a more risque expansion pack like Casinos but with a Mafia-esque twist.
