ROM: Magic As Skill Or Life State

The options are: 1. Magic as a skill that everyone including vampires and mermaids can learn 2. Magic as an exclusive ability of a new life state separate from humans, vampires, etc.

My answer would be both... there should be a skill for you to be a better wizard/witch than the other ones...
