I think just because something bad has been going on for a long time (like sims younger than teen being neglected when it comes to basically everything), doesn't mean it has to keep going on. TS4 has improved in many ways over the years (even though some of those improvements were long overdue), so there's still reason to hope that maybe one day we'll get more content for children as well.
