By "with something else" I mean that the pack (probably) won't be just the new romance system + attendant build/buy and CAS. It may be as small as just a new destination world in a game pack, or it may be something more complicated like Hotels/Casinos (& Heists? I can only hope)
With hotels, I could see them go the more rustic B&B in Vermont kind of deal, or a Vegas let's elope and get married by a Judith Ward impersonator at a little Chapel of love and have the more cheerier love themed stuff like vibrating beds. Though only the former seems at a scale more likely to include a management aspect people seem to want when they mention hotels.
Barring hotels, I could see them adding it as part of a Paris themed world, maybe "labours of love" that also focuses on arts, music and/or fashion?
