Sims will sometimes reject "your" sim at the earlier stages. They may seem interested but rejected moving beyond casual flirting.
Recently, I had a happily married couple that had just renewed their wedding vows and were celebrating at the bar. I wasn't paying attention and I guess the wife autonomously flirted with someone because the husband became jealous and I received a message that he lost his sentiments and wouldn't form them easily. I was a bit annoyed since this was supposed to be a solid couple but I rolled with it. Since I didn't instigate it, I just said that it was an accident.
I've actually noticed more "drunken" behavior at bars such as sims autonomously joking a lot while having a drink. I think it may have been in that category.
Some of my sims have complicated romantic situations because it would be a bit boring if they were all the same. Most of them are happy but things do happen and if sims really hit it off with someone else, sometimes I roll with it.
