I'm assuming my Sim can move into the other worlds I have available. Will the Sims there go on with their lives, if I have story progression enabled?
It works indeed differently from TS3. You can freely visit and/or move house between all the worlds in your saved game. When you send your sim off to university you have the option to have them attend classes and engage in university activities on the campus world of Britechester while living in any of the other worlds. Your sim would just travel between the world they live in and Britechester. You also have the option to move your sim to the Britechester world and have them live in a dormitory or on a regular lot. And no, traveling from one world to the next doesn't freeze the previous world like attending university did in TS3. All worlds are active at the same time and non-played sims from each of these worlds can get spawned (visit) the active world you as a player have loaded into (although sims that are residents to that world have a higher chance to appear), but all sims' lives will continue while your sim is getting their degree (or not, if they flunk out ;)).
