I agree with what a few others said, that the "Ask to Just Be Friends" thing does reset the bar but doesn't stop flirting going forward. In fact, very often they immediately flirt again the second after agreeing to be friends, which kind of annoys me. It took me a long time to realize that this same interaction can actually be used at any point in a relationship. It's an "amicable" break-up option rather than the "mean" "break-up" option. Makes sense because sometimes relationships end in a friendly manner when people realize they just aren't right for each other.
I had so many problems with the autonomous flirting, that I eventually had two options with mods. Either turn off autonomous flirting entirely (boring) or turn off jealousy (unrealistic.) I eventually had to turn off jealousy, because I had too many situations where a bride or groom flirted with someone AT THEIR OWN WEDDING right in front of their partner, and ruined their relationship and came home from their wedding enraged. I hated this so much that I just had to get rid of jealousy, and either ignore the flirting that happens, or play out the anger myself if that is the appropriate response.
@MoonlightGraham I recommend another mod, The Chemistry System by thepancake1. This one is incredibly simple and just adds generic "chemistry" between any two sims based on their trait preferences, which you can either set yourself or randomize. This one is totally child friendly because it isn't specifically about romantic chemistry. It's just about the friendly chemistry between any two people, so for example a child could have good or negative chemistry with their parent. It does a great job of impacting how easily any type of relationship is built, without any sexualization (unless you use it that way intentionally to inform your Sim's romantic decisions).
