Yes, romance bars are happening between children of all ages and adults.
My global celebrity male Sim put his toddler son to a sleep and afterwards I noticed that the father was flirty. Then I noticed that he has a romance bar with his son and their relationship was described as "budding romance".
Then after HSY my teen Sims are having romance bars with adults left and right and there's no stopping it. They already have romance bars with random teens that they're not interested at all, but adults too, it's just ridiculous.
Yesterday I was playing one of my new saves and my Sims family's child daughter suddenly had a romance bar with Summer Holiday who is her mothers best friend.
I understand that it's just the romance bars happening, but it's annoying. I can cheat the romance bars down, but they still don't go away, the second bar stays there always. Now when the romance is out of control in this game there's going to be a lot more random romance bars all the time with random Sims and they're going to make my Sims relationships look messy.
