There is a tool in which you can rotate the house, but not the full lot itself. This is a pain and a little messy. You will have to rotate the floors of the house individually. Also you may have to match up the floors. The “move lot” tool only allows situating it as is and the “move house” tool will let you rotate the house itself. This is a solution for now that I know, because I haven’t figured out how to rotate it in whole lol.
