I have two saves of the same rotational neighborhood. One with aging and one without, just to keep my original Sims but add on as I go. So the amount of kids in the no aging save is set. In my aging save I do limit the number of children my rotational households can have to one or two unless twins or triplets pop up. I also use MCCC to let the handful of townies I keep have families and set them to have just one child to prevent random baby booms from popping up.
