Completely randomly, depending on my mood. But I have a huge number of households because I wanted my sims to have big families and good romantic options and suitable friends/classmates/coworkers/neighbors/etc. So, like crocobaura, I tend to interact quite a bit with other households even when they are not actively in play.
I play with aging off, though, which gives me a lot of flexibility to just play the type of household I'm in the mood to play at any given time, without worrying about progression. Now that we have university and weddings and infants and high school, so the lifestages are a lot more fleshed out, I'm finally ready to start more actively aging up households manually. I've done so sparingly in the past, in hope of getting some of the content we now have.
