I think this is an issue with seasons that the devs just didn't consider. Hopefully they're going to implement a fix at some point so waiters will be more concerned with doing their job than running around in the rain. My friend has been running a restaurant lately and she was quite perturbed by her staff's insistence upon jumping in mud puddles instead of working. So it's happen to more than just you.
