More or less. I know there are supposed to be animations for admiring decor, but I consistently give my Sims favorite decor and rarely see it. Just don't give them any. I have never had a pop up asking if they like specific furniture.
My houses are usually full of other things to do, though. Usually I see the most aberrant and annoying behavior (like the Bust the Dust sniff) in lots that have little to do. (So my off the grid stuff, basically.)
I wouldn't feel comfortable saying you will never see anything, but if you do it is certainly negligible or it would be more notorious like the aforementioned sniff.
