Having lived in SF/Oakland for 3.5 years I can now confirm that this is definitely NOT based on the city itself but rather the very wealthy suburbs around it, specifically communities north of the bridge in Marin County.
Because I play in a fairly realistic style, all my Simmies there will have to be tech founders that sold their companies. :p
