I also keep NAPS off for NPCs but my active sims can still vote. If they don't vote on anything nothing changes. So for now I'm using a sim that I control that lives in the neighborhood to change the community spaces. I'm hoping to find a cheat though. My old cheat stopped working.
If I remember correctly I think you can cheat either by shift+click on the community notice board or the mailbox. If you have anything set out for selling make sure you put it back into your inventory, otherwise it will be gone with the lot change.
