Saving lots to own library broken?

Just did another layer of testing, a basic house shell of 4 walls, 2 floors, roof, foundation, entry door, stairs, and minimal dividing into rooms. Did a trial of saving to library and it actually appears. The 'modded' box could be checked or unchecked as needed.

Logic says that if the 'modded' box is checked then the building should appear as Starfree says. Is it possible that the gallery/library won't accept anything with CC regardless of the checked status of the box?

Are debug items considered CC?

Have checked, the lots that I think were them each had an item or 2 of CC. When in save to library mode noticed that the box containing the CC flag had the box checked but was also greyed out. The page itself has the wrench symbol in the upper left corner. Did a test save in case the greyed out checked box meant anything. Lot does not appear and the library itself thinks the template is present.

Removed the CC. Tried again and there was no difference either with what was seen on the data panel or in the results. Even with CC removed the lot was still considered to have CC in it. Very peculiar.

Thinking it over, there may be more CC in that lot than first supposed. It's a Castle Kit test, so there are several rooms and it's too late and I'm too tired to take the eyedropper to test the whole lot. Still, flagged should mean flagged.

@Oldeseadogge if you used CC the lot won't show if you don't have the "display custom content", or however it's worded, checked. If you're not sure if you used CC then check that box & see if it shows.

Did you by any chance use cc or photographs taken in game? If so you have to check the option to display custom content.
