Scenario: New in Town.

Having friends in the scenario tracker is 0/3 but that doesn't seem right (she has 2, Bella Goth and a random).
Having friends in Friend of the World aspiration is 2/3 and that does seem right right.

Is this a bug? Or am I missing something?

    She has now made a third friend and this completed make 3 friends for Friend of the World, but the scenario is still at 1 friend.
