Scholarship ( Soccer team player)

You should be able to apply for the athletic scholarship, then your sim will be added to the soccer team activity when they enroll in University. If it doesn't happen automatically you can join it through the jobs menu or by clicking on the stadium. The soccer team (and esports team) is only available for university students, so it may be that your sim loses the scholarship if they quit.
