I think it makes sense. This is going to be in addition to the regular content updates and patch fixes. It sounds like it's a sort of bypass system to easily plunk something simple into the game, like when they create a new ethnic hair style or build pieces that don't need a pack to belong to.
In the live stream, they talked about continuously working to put more representation in the game so that all simmers can create themselves, and the devs are always doing more research to create more assets for that goal. They don't want these kinds of cultural items to be locked behind the paywall of a pack or kit but they also don't want to have to wait until a major patch is scheduled, they want players to have access asap so they're offering a way to do that. This is also why they are choosing to transfer specific CAS items from previous packs to the base game. It's about offering proper representation on the base game level for everyone.

Yeah I guess so. I mean a lot of people say they should just make new hairs but didn't they just release 3 black hairs last month or so? And I think they are available for toddlers too. Idk what hairs came with that toddler pack but idk ig it doesn't matter to me because it's not like they haven't released new hairs for base game recently.
I think it has become more and more of a priority as they hear from the community. They want to be diverse and inclusive, but then if you have to buy a certain pack to get certain types of hair styles to represent your race, it seems kind of sleazy. I feel like they have backed themselves into a corner ever since they strayed from Sims being fictional beings and players being "God", to Sims becoming you, the player. They've made it more personal which means they have to tread carefully with everything they do but it also means doing some pandering whenever there's an outcry.
You know, that thought did cross my mind recently. The Sims did move away from 'these quirky virtual people' and the topic of representation took center stage. There's nothing wrong with it of course, though I do miss the original theme of the game and hope they can co-exist.
I agree and I feel they are doing it willy nilly with the formula that made the Sims series great.
