Not always - In an earlier sims game we had lightening rods for the roof of houses, garages, etc - which actually attracted the lightening and always set my 3 story houses on fire. My poor Goths in both Sims 2 and 3 were forever losing their home thanks to all the lightening rods. For some odd reason it never created fires in my single and two story houses - just the ones with towers and three or more stories.
It used to cost me a mint to rebuild and replace them all the time. The Goths actually went broke replacing burnt parts of their home in Sims 2 even though they got insurance money it was not enough ever to come close to replacing all they lost. Even having fire departments did not help - especially in Sims 2.
Also all my sims big trees got burnt often - so far in Sims 4 I have had no houses or trees incinerated - yet.... just my outside radios break. But on the other hand my sims are quickly skilling up their handy skill as I make them fix it. They don't have money to waste replacing them or having them repaired. LOL.
